Hopefully someone here goes to Rutgers-Newark and is familiar with the University Centre building.

So, the building has small private rooms for $900, and larger shared rooms for $700 per person ($1400 each).

Would the building let me share the private room with my boyfriend? $1400 is an insane amount of money for us to pay, to share one bedroom in a shared apartment in *Newark*, where you could find 3 bedrooms apartments for less than that.

900 is within our price range, though.

If the building didn't let us officially share, would they give us trouble if he just "slept over" every night? Is there a restriction on how many times residents can have overnight guests? Would I have to sign him in and out every time he came and went?

There are probably occupancy restrictions, for fire codes, etc. What they tell you officially has to be in line with the laws, or ought to be if they have any sense. What actually goes on may be another matter.
