What firms/injuries are at issue? Is this DTLA Law Group? The Department of Health and Human Services will provide President Donald J. Trump with a unbiased analysis of the medical diagnoses at issue.

This should take 20 seconds to prove:
(i) Lawyers should under no circumstances be recommending doctors. This is obviously insane and unethical behavior
(ii) "Doctors" should not be prescribing meds differently based on if their injury is part of a lawsuit. Any doctor in this scheme hsould be guilty and lose their license.
(iii) Doctors payment should not be contingent upon a guilty verdict. Any lawyer and/or doctor found to have arranged this in anything but the most extreme circumstances should lose their license.

My friend actually went through this. He had a lifetime of real back problems and had major surgeries.
He got into a car accident and got the CSLG treatment and went to some sketchy doctor and refused treatment. He called his real doctor and they were like "do not let them give you those injections."
He told his fake PI doctor to just write down that he got the injections or whatever but he wasn't actually going to let him touch him.

Practice (i) is legal most places (maybe everywhere). It wouldn't be a terrible idea to put some restrictions on it, but a flat ban is silly and unnecessary. The other day I made an introductory call between a wealthy O&G client I have and a heart doctor I represent; why is this a bad thing?
Practice (ii) is obviously illegal but will be very hard to prove. Even if you can establish a statistical correlation between treatment and lawsuit status, there are a lot of z variables between those two things (to state the obvious, serious and indisputable injuries are more apt to get investigated and taken on as a case by a plf attorney). I will say that in the setups I've seen, it really isn't that a given doctor is treating lawsuit participants differently than other patients; it's that the "doctor" (often a chiropractor) is an overtreating quack in general.
Practice (iii) is illegal most places (everywhere?) in the sense of the size of the medical bill being tied to the amount of recovery. But medical liens on a lawsuit are extremely common and in no way remotely suspicious, but they also only have value if the lawsuit ultimately does, and are usually the only interest in the lawsuit that these scamdocs actually have, so they might fit into your definition of a contingency fee. To say the least, abolition of medical liens would be a big boon to the plaintiffs' bar (forgetting to check the CMS system for a lien is a major area of liability in personal-injury litigation and can leave the attorney on the hook for the liened amount).

I worked on a team that investigated a network of these schemes in the 20-teens, and I gotta tell you, in terms of effective policy-level interventions (i.e., versus cause-based and resource-intensive investigations), I kept coming back to the single broad answer that made complete policy sense but was politically impossible: eliminate chiropractic as a licensed/privileged profession.

i've argued for a long time here that cslg & chandler should go to prison for their actions. they raise the cost of auto insurance by faking the extent of injuries in collusion with shady chiros. everyone knows what they do, they know that everyone knows what they do, but they still do it.
i hope that this house of cards collapses, and collapses retroactively, subjecting these frauds to penury.
but i'm not holding my breath.
