If a US Army general thinks there's a big problem, and it's affecting the whole service, he's counting on the Secretary of the Army to be his advocate. He's shouldn't even think about the SecDef. The SecDef can be whoever, but the Secretary of the Army absolutely always was, is, must always be a protector of the Army. He needs to go to the mat to ensure Army gets what it needs. It doesn't matter who's president or who controls Congress. On a fundamental level it's always understood that the secretaries of the various armed services must be legit, competent representatives and advocates for the people who serve. It would be alarming were that to ever not happen.
That's why Hegseth is having trouble with his SecArny right now. It's not about Ukraine. It's about this SecArmy being too fucking powerful because the generals respect him but don't give a fuck about Hegseth

Look at this guy's career. He's a lifer. There's no way to give his jerb to a bum like Tom Homan or Greg Bovino.

So it was Navy Seals who killed those 83 narco-terrorists? Is that right?

Why is a fat Trump donor with no connection to the military in charge of the entire US Navy right now? What's so great about him?
