It requires them to get him back, it just says they get to decide how to do it. The court can’t order the president to send in the navy seals or invade el salvador to get him, for example. But it can (and did) require the administration to effectuate a specific result (Garcia’s return). They even have to report back to court on what steps they’ve taken and what further steps they will take until he is returned. If the court determines they’re not making diligent efforts they will be held in contempt. Particularly since there’s a very easy solution since we’re paying El Salvador to house deportees and the administration could just stop paying them if they refused to return him.
