The CDU, SPD and Green parties agreed on a package, but each party has rogue members threatening to vote no. I expect the parties will be able to turn the screws on enough of them to allow passage, but it's not a done deal. |

This article suggests that the three parties together have enough of a vote cushion to survive the number of defections which seem likely. And the German Constitutional Court just rejected an emergency appeal to stop it. So the vote appears likely to succeed tomorrow.
