and technically public trust isn't a clearance because you're not accessing any classified info in a public trust position. |

most federal jobs are actually contracted out, not hired directly by the agency. and many if not most of these contracts go to "service-disabled" veterans (i.e., lying about having PTSD) who own small businesses because they get top preference. being black helps too. |

not all of it is contracted out, but a lot is. it depends on the agency. e.g., NASA didn't build the space shuttle itself; it was done by one main contractor and probably tons of subcontractors. bidding can be competitive and is meant to be "fair," but usually the mega-corps or veterans win them. |
