I grew up like this, but in a rust belt town that declined but didn't totally disappear. If I had become a drug addict, it would've been nobody's fault but my own. There are jobs out there. Maybe not in the same town but it's ok to move on. There have always been towns in america that disappeared or declined after losing their economic purpose. Being American has always been about moving on to the next frontier.
People don't become degenerate drug addicts from a lack of opportunity, they do it because of cultural nihilism and hedonism. This is like blaming the existence of homeless bums in cities on lack of govt programs like libs do. No, they are homeless because they are basketball-american junkies with low impulse control. Nothing about growing up in a blue collar household or in a shithole town with crumbling mills (the textile plants left for the South a lot earlier than the steel plants closed) pushed me to become a junkie. I don't get it. Just because poor people are more likely to be addicts doesn't mean the poverty causes the addiction. It's HBD/genetics that underlies both. People with genetically poor impulse control tend to become junkies, and separately they also tend to be unemployed. Cultural conditions have increased the share of people who choose to become junkies...there is no religion or community shame anymore. Again, look at urban blacks living in the shadow of the greatest job centers in the country.

There already are jobs for people who are willing move away from these decaying towns. I thought your whole premise was that we needed to keep these specific towns from dying so that the townies who refuse to move to where there's jobs don't magically turn into addicts from lack of jobs. We don't need tariffs to create jobs at a national level, there are plenty, just not in these faded obsolete towns.
i also find it interesting you acknowledge that better regulations and other conditions can attract jobs. Maybe we can try that before tanking the broader economy with tariffs.

Regardless the unemployment rate in the US overall is quite low and there are definitely jobs. Actually remembering what happened to the textile mills in my hometown (as well as my dad's plant, which left for Colorado in the early 2000s) reminds me, even if we magically on shores all the steel production and milling, these towns wouldn't come back. The textile industry only left the US very recently, but left the rust belt and northeast 70 years ago. There's no way the steel mills would come back to places like Weirtown WV or Youngstown OH. In many cases the tracks that used to shuttle the coal and goods have been ripped up. New plants would all open in the South where there aren't unions, wages are lower, etc. so it wouldn't even solve the problem for people who refuse to leave the declining towns. They can already leave for cities with more jobs right now.
