Though the EU did use their emergency powers to ensure that the assets will never be returned to Russia, even without the consent of Hungary et al. Which means the political winds on giving the assets to Ukraine can always shift at a later date. But it doesn't seem to be in the cards right now.

Having Russia weakened in a war where someone else is doing the fighting and dying their own people are unwilling to do is too good a deal for the EU. They will continue to financially support Ukraine, even if they have to use their own money. Not as much as Ukraine would like, but Russia isn't getting as much oil revenue as they would like either.
