A lot of them are in small towns, and then the tax incentives if you plan to be a resident are limited only to small towns. Progressive, non-incentivized tax rates are a nightmare in Italy
Then, as said above, you have to renovate to meet all requirements and codes and shit
Easier to just get a cheap house somewhere like Cyprus or Greece where taxes are irrelevant depending on how your wealth is structured
