WSJ: China directs billions to Iran through secret “oil for projects” system

The Wall Street Journal reported that China is secretly directing billions of dollars to Iran through a secret “oil for projects” system that allows Tehran to bypass U.S. sanctions. In what is described as a barter-type arrangement, Iranian oil is delivered to China in exchange for infrastructure projects carried out by Chinese state companies within Iran.

According to the newspaper, the network – which connects state firms, a state insurer, and a financial intermediary called Chuxin – transferred about $8.4 billion to Iran last year.

The report states that most of Iran’s oil now goes to China, often via ship-to-ship transfers to conceal its origin. China’s Ministry of Foreign Affairs told WSJ that it was unaware of the arrangement and reiterated its opposition to U.S. sanctions.
