A competent mayor could have served a convening or coordinating role, and perhaps been at least somewhat useful in marshaling resources, or driving toward fast decisionmaking that may have been needed between and among public and private institutions, etc. But that assumes a different sort of mayor with different sort of staff.
It actually would have been better, I assume, for the people of Los Angeles if she had not returned, as now she is participating for optical reasons, which will serve as a dragsail, at least somewhat, on all efforts.
