What they are probably talking about is these Russian mine clearing charges that are basically a giant long rope of explosive material shot by a small rocket from a vehicle mounted spool. It's long enough to run at 1/4 mile lengths at least, maybe longer. They are typically run through mine fields but you can run them down city streets.
