It's all about having lots of space underground where you can protect your most valuable shit. There's no bunker buster that can penetrate the mines at these places. Furthermore the mines are built to accommodate all kinds of heavy machinery and personnel. Russia couldn't capture Bakhmut until it had those mines in Soledar. These coal mines are the same deal.
PS I wonder what happens when you shoot thermobarics into coal mines. At the very least there's gonna be a lot of smoke
