The overwhelming majority of the best, most highly trained and educated human capital stays within the country it was generated in. Occasionally we pick up the best a country has to offer, like when political instability pushes people out of Haiti, Pakistan, Vietnam, etc. but that is the exception, not the rule. The idea that America is somehow permanently scooping up the brightest minds from high growth countries like India and China (which combined make up 85% of the H1Bs we issue) is ludicrous.
Additionally, there are negative externalities to sucking all the high-human capital individuals out of a country. Something like 95% of Haiti’s physicians migrate to the US. Haiti’s educational pipeline is basically wasted money since everyone they give a college education to leaves the country rather than fixing it. |
