criminals they have in custody. Why shield a rapist for example from deportation risk? The city could detail local police to the immigration calls and completely avoid ICE. It seems a tad disingenuous...

Seattle does not. The city can know for certain some is here illegally and they committed a crime, and they will still decline to provide this information to the feds. So we get ICE agents, who are probably not the best at regular police work, doing crowd control etc.
