Maybe Phil is Phil Spencer. The guy who lost the Gen for Xbox haha. It could be a dig at Xbox.....
Edit: Phil is relegated to a cubicle imho because he's not in charge of Xbox anymore. We barely see him. He's not in charge. They do price increases without asking him.
