What the authorities did during Covid is essentially to highlight the reality that people actually die every year. They'd roll out "Covid death" statistics to freak everyone out. But if you just rolled out "death statistics" in general at any point in time, it would have the same effect. "Five people died yesterday!" Everyone knows this on some level, but represses it. So when it's flashed in their faces non-stop on TV, social media, in newspapers, etc. it has the effect of making people go insane.
