UPDATE: On November 24th, 2025 a fatal highway collision in Deschutes County, Oregon killed newlyweds William Micah Carter and Jennifer Lynn Lower after their Subaru Outback struck the side of a semi trailer that had jackknifed across both lanes of Highway 20.
Investigators now say the truck driver, Rajinder Kumar, an Indian national who entered the U.S. illegally through the Lukeville, Arizona corridor in 2022, lost control of his tractor trailer on an icy curve which caused the trailer to swing perpendicular to traffic and fully block the roadway.
The newlyweds were traveling westbound at normal highway speed with no time or distance to brake before impact and both died instantly according to the Oregon State Police report. The couple had married 16 days earlier.
Kumar received federal work authorization in 2023 and then obtained a California commercial drivers license despite limited English proficiency and a documented history of non citizen work permit renewals. Federal immigration authorities have now issued a detainer requesting custody if he is released from the Deschutes County Jail. Prosecutors have charged him with criminally negligent homicide and multiple counts of reckless endangerment because of his speed, trailer angle, and failure to maintain control in winter conditions.
The case has intensified scrutiny of California’s licensing practices for non citizens and the federal work permit system after Oregon officials publicly noted an increase in serious commercial vehicle crashes involving out of state CDL holders. |
