assuming this is serious, it has 2 parts: 1) the mishneh, which is the codified oral law given from god to moses at mount sinai in addition to the written law (the 5 books of the torah), and 2) the gemara, which is interpretation of the oral law (mishneh)

the oral law was passed down from generation to generation for like 1500 years, and then they were afraid it would be lost due to the romans etc and decided to write it down. a famous rabbi of the time judaha ha-nasi is credited as being the main redactor.

the problem is that there wasn't agreement on some of the laws when he wrote it all down. so sometimes he'll say the law is X but then say rabbi shmuley holds Y. also, not everything was written down, and some laws (braitas) are written down elsewhere that have similar force to a mishneh law. so the mishneh itself has tons of contradictions, inconsistencies and confusion.

there are later codifications of jewish law, the two most important were written in the 1500s and the late 1800s. much of what's in those codifications is pretty universal. but there's still a million "where do we draw the line" questions that arise from universally agreed codifications.

they're not required to follow the talmud. they're required to keep all 613 laws (mitzvahs) of the torah.

the mitzvahs are all in the torah itself. the talmud just explains a lot of them.
