It depends what you mean by “switch clubs.” A loan is likely to happen immediately upon formally signing with city. If he turns out to be an insane superstar after one season City could recall him, but that’s very unlikely.
Say he has a couple of strong seasons where other good clubs are interested but he’s still not good enough for City? Then offers would come in to buy him for like 15-20 million and City would sell. I’m guessing he will stay in City’s system for 2-3 years before moving on.

The basic principle is that if a player is not considered good enough for the team they are contracted to play for, they can loan the player out for one season to another team where he is expected to play. That team will typically pay a portion of his salary for that season.
The player is typically loaned to a team with Les talent, often in a lesser league, where he is expected to contribute.
This sometimes happens to very talented young players who need more seasoning. It also happens to dudes who just aren’t good enough for their main squad. The benefit is the loaning team won’t pay full salary and it might let the player demonstrate whatever value he may have elsewhere so they can sell him and get some value back.
Sometimes it can be very productive for a young player, but in my opinion with the big English teams it can often turn into serial loans season after season where the player has no true “home.” And sometimes the club that receives a player on loan won’t be incentivized to actually help improve him because they only have him for one season so he will actually not play much unless he can contribute immediately.
The English teams will sometimes do this as a business model. Buy a young player for 10 million, loan him for a couple seasons, then try and sell him for 20. It works out sometimes but it often messes with the players development. See Gabriel Slolina right now.

a little bit except not r completely an EPL player can often be loaned to another team in the EPL, or a team in a Germany or Spain or Italy that is still mostly competitive generally with EPL teams.
There’s no single “major” league in soccer. There’s a matrix of many leagues and levels of teams within those leagues with varying quality. Although the EPL is considered the best top to bottom they often still lose to teams from other leagues. And Real Madrid is probably better than any of the EPL teams right now.
Sometimes you might loan a guy simply because the current coach doesn’t like him but another team of almost similair quality sees his value or skills.
Or a Spanish guy gets signed with an English team but misses home and wants back.
There are all sorts of reasons why players get loaned out.
The closest thing to a true minor league would be the youth squads I guess. Or maybe reserve teams if those still exist.
