Consider: the Greek word "ergon", as in ergonomics

nomos=law
and consider also the Greek digamma, which closely approximates the W sound in English, and which disappeared between Homeric times and the Greece of Plato,
ergon in Attic Greek=wergon in proto-Attic Greek
the digamma supplies an unmistakable clarity to the philological relationship between
work = wergon.
Now strip the digamma from whokebe, and you have
hokebe,
leading ineluctuably to Hekuba, the queen of Troy, wife of Priam.
The prime candidate for the identity of whokebe, then, is Hector's son Scamandrius, known also as Astyanax, presumed dead after Hector's slaughter by Achilles and the sack of Troy. Leaving the city alive and undetected by savage Greeks, Scamandrius must have done so under the assumed name Whokebe in honor of Hekuba, the mother of his father, and the queen of the fallen city.
Where did he go, and how? It is by now clear that Aeneas, sailing from the burning city to the Italian peninsula, brought the fatherless boy onboard, a memento to Hector, the greatest of the Trojans.
And that is how we can explain VHOKEBE's remains in the Palatine Hills of Rome, for Scamandrius lies there, grandson of Hekuba.
