In 1946, 10 million people were declared at risk of starvation, and between the years 1945 and 1950, the population increased by 11 million.[2] In 1948, Japan legalized abortion under special circumstances.[4] Eugenic Protection Law of 1948, made Japan one of the first to legalize induced abortion. This law was revised as the Maternal Body Protection Law in 1996.[5]

Currently, abortion is widely accepted in Japan. According to a 1998 survey, 79 percent of unmarried and 85 percent of married women approved of abortion.[6] According to researchers at Osaka University in 2001, 341,588 legal abortions were carried out in Japan, a 2.5 percent increase from 1998 to 2001.

Should be noted that the US still has a higher abortion rate than Japan, and probably than any country except Russia (which also has a declining population and became the first country in the world to legalize abortion in 1920).

I think South Korea's birthrate is even lower (there was an article about it in the Economist this week).

But S. Korea seems a tad more open about using immigration to address the problem.

I think Japan has it right, opening your borders to 3rd world country immigrants and other undesirables can cause a host of various problems.

But they should do more to encourage immigration from developed countries. Japan has a pretty high QOL and is a fairly decent country to live in.

They should implement some creative shit. Maybe if you can prove Japanese ancestry and have at least 2 kids under a certain age, and can prove you can get a job in Japan (or have money to invest), they can give that entire family Japanese citizenship. Some shit like that.
