Skilled plaintiffs' lawyers exploit the low morale in those offices by pushing the shittiest of shitlaw claims through them. DOJ lawyers making $90k/yr are watching this happen and watching the government pay attorneys fees to the plaintiff. The plaintiff attorney bills off the laffey matrix or whatever, up to $750/hr last I checked.

I've had some cases with them. If someone files a challenge to the Medicaid Program in the Western District of Pennsylvania or to some energy or logging program in the District of Montana, those bros travel around the country defending the fed program at issue. Generally they are APA review cases that get resolved by cross motions for summary judgment. Appeals are typically handled by the Civil Division's appellate section.

They are lucky if that's all they do. Some of these cases are barely a step up from a speeding violation. In fact actual speeding violations by people with diplomatic plates used to get litigated by State Department lawyers, maybe still do.
