Why not put nuclear plants offshore

Cost? Potential pollution hazards? Has this ever been done?

A lot of electricity is lost in the transmission getting from A to B. Putting it significantly offshore would be very inefficient.

With modern sealants and materials technologies like what they use on oil rigs it seems like this wouldn't be much of an issue

Lots of NPPs are already by saltwater waterways anyhow. The one I've been to is downstream of heavy ocean spray and corrosion doesn't seem to be much of an issue there

having nuclear plants in places that aren't subjected to hurricanes seems like a good idea

Not an issue in the few down on the Gulf

Inland you have threats like earthquakes and wildfires which can't be modeled as easily or as early as hurricanes can. Supposedly with the tech they use now it only takes 24 hours or so to bring the reactors to an inert state anyway. Lot of new safety tech was mandated after the 3 mile island incident

Wind itself isn't actually an issue with structures built to withstand hurricane force winds. Afaik there's never been a real issue from a hurricane interacting with eg a drilling platform

The real damage comes from debris, and out far enough you wouldn't have to deal with that as a concern
