What are the rules of cufflinks for traditional men? When are more playful cufflinks appropriate? Is it ever not appropriate to wear cufflinks? Is there an officially credited brand of cufflink that signifies a baseline level of quality and/or prestige?

Unsure what you mean by 'rules.' Historically, it was gold was to be worn during the day; silver for evening wear. No one adheres rigidly to this any longer.
As to playful cufflinks, I personally find them repugnant, especially with business attire. They look like a lady's costume jewelry. Avoid them. If you must, wear them only to social events when you're wearing a suit - not in business.
When is it not appropriate to wear cufflinks? Almost always. You should only wear them with a suit. Some people have taken to wearing double cuffed shirts with blazers and, worse, sport coats. This doesn't work. Cufflinks 'dress up' an outfit while a blazer or sport coat is a way of dressing down. They shouldn't be done together.
Officially credited brand? No. Cufflinks are increasingly seldom seen. A classic engine-turned set of links from, say, brooks brothers or a monogrammed set of such ones from tiffany would be pretty standard. Longmire is seen as perhaps the best and most prestigious brand out there - they have some sets that will cost you as much as a small car.
