If this is a "negotiating tactic" to get other countries to lower trade barriers, it doesn't make sense to hit countries like this with tariffs at all.

In any regard, you're acting like this is some kind of gotcha when it's completely beside the point--theres nothing of value for Switzerland to negotiate away with regards to trade policy.
