FEMA doesn't actually do any of the response. Emergencies are handled by locals. FEMA doesn't even manage the requests for assistance between states etc. FEMA has the deep pockets for reimbursement and most DHS grants are run through FEMA. Feds use grants to support counter terrorism for large cities. Those all go through FEMA.

After appropriations the funds go to DHS, then to FEMA, then through a State Admin (SAA), then to a county agency and then finally to a local authority. This is for direct investments. Each agency along the way takes 5% management and administration costs.

For the public assistance (this goes to public entities like a water utility) they deal more with the actual administrator but still a cut being taken. Disaster loans are SBA. Very little direct assistance and it's capped at $750. That's the number people always use when saying how worthless FEMA is.

The threshold for a state to hit the amount of damage to allow for direct assistance is fairly burdensome (on purpose). The $750 is also misleading because the same family might have been given thousands in other forms of assistance. There is also just an insane amount of fraud. Feds don't like giving out cash or putting people in hotels. It's loans and if you need shelter it's a congregate site (people won't stay long). I think the $750 number is set to increase as well. This is pretty far from anything I've ever done with FEMA. I hate this shit.

Reps at your regional office are pretty good and usually staffed by people that got their start working for a local government. HQ is where the wacko shit comes from. They're big on shifting terrorism focus to domestic threats. That's DHS and now CISA too. I will say the people are usually not the most competent.

At the end of the day cop shops and states will just follow the money. The new grant for a drone says we need to focus on white guys as domestic terrorists? Ok sure give me the money.
