The FBI spent like 6 years investigating the wrong guy before turning their attention to Bruce Ivins. Bruce Ivins seems incredibly shady and very likely to have been involved, but one of the points in favor of (if not his innocence, then him not having acted alone) is another anthrax expert (Richard O. Spertzel) claiming that he couldn't have done it because making the anthrax strain would have required some extra secret knowledge that only four or five people in the country (including Spertzel) had. a bunch of people seem to have found this point compelling evidence for Ivins' innocence without really thinking about the implications of that claim.
