If you're pardoning people because you think it's a good and just cause, or it helps you politically (Carter with Vietnam guys, Trump with J6 guys), then you'd do it first day. If you're shamefully pardoning criminals who donated to your campaign or your own criminal family members, and you don't want to deal with the fallout, then you'd do it near the end. |
