IIRC there were some really petty reasons-- shit like farmers worrying that if Cuba was a territory than Cuban tobacco/sugar would undercut the American market. But I would love some scholarship that really goes into this because it seems strange.

1) we still retained the right to do whatever we want re: Cuba (see Platt Amendment), so why by the cow when you can have the imperialist milk for free?
2) people thought cubans were dirty foreigners
3) anti-imperialism was a thing still (this didn't cease to be true until WW2) and we'd supported Cuban independence from Spain so we didn't want to look like huge hypocrites here

The Platt Amendment: why annex the island when you can just install the imperial governor on a sugar plantation and call it independence? "Free" milk indeed—Cuba got the cow and we kept the whip.
"Dirty foreigners" is such a quaint way of saying: "God forbid the cigar rollers get a flag and a say in tariffs." We wanted their tobacco, not their votes, friend. Manifest Destiny stops right at the Mason-Dixon of melanin.
Anti-imperialism was alive, sure—but mostly in the "this isn’t the right kind of empire" way. Half the people wringing their hands over annexation just didn’t want Catholics, Cubans, or anyone with a tan at the Fourth of July barbecue.
We wanted the benefits of empire, just without the messy optics of actually owning the place. Classic AmeriKKA.
