Does higher # of guaranteed hours justify lower hourly rate for contractors?

that's always been my expectation; the tradeoff in a lower hourly rate is more hours and you know what to expect. but it seems not everyone thinks this? that higher guaranteed hours shouldn't be accompanied by lower hourly rate?

But you would think if they're getting paid by the hour they can expect a much lower rate
