The excuse that it would take YEARS to bring new manufacturing capacity online was obvious BS. The only reasonable conclusion is that they wanted Russia to have a 5-to-1 artillery advantage, but why? Ukraine wasn’t at risk of completely defeating Russia, so it wasn’t necessary to keep the meat grinder going.
The only conclusion is that they wanted Russia to continue to make slow, methodical advances, but why?

I don't actually agree with this but assuming it was true, it would likely be to destabilize Russia's economy. They obviously cannot afford to keep this war going for long and thus "slow, methodical advances" would assure its economic and demographic collapse over the long run.
