The excuse that it would take YEARS to bring new manufacturing capacity online was obvious BS. The only reasonable conclusion is that they wanted Russia to have a 5-to-1 artillery advantage, but why? Ukraine wasn’t at risk of completely defeating Russia, so it wasn’t necessary to keep the meat grinder going.

The only conclusion is that they wanted Russia to continue to make slow, methodical advances, but why?

There is hardly any manufacturing process other than advanced chip manufacturing and some other extreme high precision processes that can’t be ramped up in a matter of weeks by an entity with the resources of the US government (or Germany, France etc.).

The US government didn’t even try. There were no contracts issues providing a small fortune in bonuses to anyone who could bring new manufacturing online that produced a substantial number of artillery shells. They didn’t even try.

I don't actually agree with this but assuming it was true, it would likely be to destabilize Russia's economy. They obviously cannot afford to keep this war going for long and thus "slow, methodical advances" would assure its economic and demographic collapse over the long run.
