The U.S. will no longer collect taxes from them, nor will it send welfare payments. The newly independent states will also be guaranteed membership in the U.N., if desired, or the option to join another country.
In exchange, the U.S. will leave 100 nuclear missiles, 50 nuclear-armed aircraft, and 5 nuclear submarines.

North Dakota would be somewhat isolated, but with so many nuclear weapons and a new USA that's extremely blue Petromerica should be fine. Should be lots of oil related trade through Alaska-Canada-North Dakota. Petromerica could also threaten the new US with an oil embargo if they refuse to allow construction of a Keynstone pipeline from Canada to Houston.
