Yeah Welker looks awesome, but he also has Peyton who is having probably the best season of his career. He's 32 and it's not exactly prudent long-term to invest lot of money on old legs. It made sense for Denver because their window is realistically only a couple years.
Also, Gronk and Hernandez were the future of the offense so they needed to invest more resources towards that and the defense. Obviously they wouldn't have let Welker go if they knew about the whole murder thing and that Gronk wasn't going to play at all (it's pretty clear medically he is good to go).
