Starting an tutoring company, where tutors are gonna be independent contractors. I basically match up students with tutors and play the middle man, students pay me, i give a big chunk to the tutors. Going to be in ny/nj/pa hopefully. Do i need to have an llc to issue 1099's to independent contractors? And i'd rather avoid the llc costs if i can. Idea/suggestions would be appreciated

i was looking to do the same thing with a different business (using independent contractors). small business advisor recommended an S Corp over an LLC for CA because S Corp's pay less in taxes. Both require an annual reg fee of ~$800+.

That's actually a good point. Dept of Labor and IRS and state agencies would classify them as employees. There is a multi-factor test they use and it'd probably be hard to get young tutors to qualify under the I-9's.
