I don't know about computer, but for jurisdictional allegations, I need to allege that onlyfans.com has servers in the United States. When I go to https://whois.domaintools.com/, it says "IP Location United States - California - San Francisco - Cloudflare Inc.
ASN United States AS13335 CLOUDFLARENET, US (registered Jul 14, 2010)"
Does that mean I can allege that onlyfans "owns" servers located in SF, or do I just say that it contracts with Cloudfare for server hosting based in SF.
Or what else can I allege about this? Thanks computer friends!

many websites don't own any physical servers anymore. "serverless" means that cloud providers (aws, azure, alibaba, etc.) spin up resources on demand in whatever region the app is deployed; the same app may also be deployed to multiple regions. So any legislation that depends on where the actual the bare metal server is likely useless/outdated, or at the very least needs a more careful reading than you might think. and on top of all that the servers which serve up the actual webapp, static images/files, and downloadable/streamable files/videos may all be different (each of which can either be bare metal or serverless)
tl;dr is I sort of doubt it actually matters. what specifically does the law say

"XVideos.com and Xnxx.com are both *448 hosted on servers located in the Netherlands that are operated by ServerStack, Inc. (“ServerStack”), a U.S.-based company that is wholly owned and operated by its ultimate parent company, U.S.-based DigitalOcean Holdings, Inc. (“DigitalOcean”). WGCZ and NKL also contract with ServerStack to analyze “new [video] uploads,” including for purposes of “flagging[ ] and deleting” child sexual abuse material.
In addition, WGCZ and NKL contract with various content delivery networks (“CDNs”), including U.S.-based CDN companies, that temporarily copy content from the Netherlands-based servers that host XVideos.com and Xnxx.com to additional servers, including servers in the United States. This temporary copying by CDNs helps to ensure that the websites' “high-definition video content” will be “efficiently and reliably stream[ed]” to users who are located closer to those CDN servers, thereby providing an “uninterrupted experience.”

About Traceroute Online
Using traceroute online is different from running it from your own computer. Usually a traceroute will be initated from your computer when troubleshooting network outages or packet loss. It allows you to see where the outage or packet loss is occuring.
The output may show the hop where the latency is abnormal, packet loss is occurring or packets simply don’t get past.
When using traceroute online the originating system is our system running in a data centre located in Dallas, Texas. The advantage of this is you can test from our system to anywhere in the world and get a view of the network connectivity that is independent from your current location.
Mapping Traceroute
Visualization of network paths using traceroute can be a valuable way to understand the geographic aspects of an Internet connection. The online traceroute takes the mtr raw output, parses it, and plots the results on a world map. If the hops are determined to be only present in the US then the map shown is the USA only. Starting from the our server on the east coast of the USA, traceroute online this test will show response times for each responding hop in the path. Please note that geolocation is not an exact science and discrepancies may be found on occasion in the mapped results.
As you will see from the traceroute mapping the plots between hops all originate from the server that is performing the test. By using this method it is clear to see the response time from the source to the destination hop. Attempting to plot a traceroute on a map similar to what can be seen in the movies is actually quite difficult due to the problem of getting accurate IP address geolocation data.
tldr: traceroute is a command that gives you the address and transit time for every hop between network hosts from you to any destination. technically you only care about the last one which is serving the website, but the few before it might be useful if they are redirects from cloudflare/aws/etc. connecting an ip address to a specific geographic location is shaky and generally would not be great evidence but is sufficient to prove that they are operating within the US at least
