allowing ratification to be rescinded would probably create some fucked up incentives where a state could ratify and then last second threaten to rescind and start playing weird power games and you end up with some scenario where actors who want it passed play chicken with each other at the last minute
personally i think a state shouldn't be able to undo a ratification, but my basis is practical rather than constitutional (i'm not sure there IS a real constitutional basis one way or the other) |
