When the government controls the purse strings for university budgets, the university is prevented from increasing costs and simply raising tuition fees to cover them. You have frequent government-mandated tuition freezes at the provincial level in Canada. Forces schools to make do with less campus landscaping, larger class sizes, lower admin costs, etc...

This is MUCH more difficult than a private US school that decides to raise tuition fees 8% a year so it can plant more flowers and pay for more admin.
