During war: open only to a few allies (China, Pakistan, etc) plus a few middle countries that paid $2m per ship and closed to the other 90%.
Does it being open and under the coordination and control of Iran mean its open to all ships that pay the $2m toll? If that is what Iran is offering as open, thats a chill $90b - $100b in free money on top of their oil sales which will clearly be 100% unlimited now.
This could be an additional $200b a year to Iran.
