Most amateurs are not playing golf, they are playing "ball in hole" or some other game and pretty much everyone is keeping fake scores that can't be compared with anyone else
It's also interesting how often the rules could have helped me in the past, they are not always punitive. For instance, plenty of times I've had unplayable balls behind a tree or under a bush, and I've always just taken lateral relief for a one stroke penalty. But I could've been taking back-on-the-line or stroke-and-distance for much better lies rather than trying to hack at it in a terrible spot.
