You have frequent government-mandated tuition freezes at the provincial level in Canada. Forces schools to make do with less campus landscaping, larger class sizes, lower admin costs, etc...

The point is this: if the school is funded through taxes and tuition fees, and you have frozen tuition fees, the only way to increase spending is through higher taxation. This is MUCH more difficult than a private US school that decides to raise tuition fees 8% a year so it can plant more flowers and pay for more admin. You think McGill just tells the Quebec gov't to raise taxes because it feels like hiring a few more people?
