I'm 30 years old, poli sci JD shithead in a deadend job.
Not engineering or programming. IT.
For example, I know a guy that manages the email servers for a nonprofit. Real cush, easy as shit gig. He doesn't have a STEM degree nor does he know how to do that programming or hardcore shit. He's just kinda good at computers.
How do I get into that racket?

There's so many opportunities in IT.
There are people who handle purchasing, whether for desktop stuff or mobile products that usually fall under the IT umbrella. There are project management guys who handle migrations, deployments, desk moves.
There are AV guy if a company is big on events/displays etc.
There are guys who manage infrastructure
Telecom, and so on
None of those roles can be outsourced really, as they require an on site presence.

You can get the certs by paying for training and taking tests. Why is this so difficult for you, FRIEND?
Ok since you want to play retard flame I'll be bait for a few minutes, you get the certifications by a company sending you to SAP in one of their 3 locations (assuming you're in north america) and once you're there you complete the week long course and take the test. You don't just pay a sum of money and show up to their training facilities, a company that has a relationship with SAP's ERP system usually pays for you to go to SAP and get trained. I'm guessing you were a poli sci shithead and hate what you're doing right now?

I barely (BARELY) graduated high school, have zero college experience, and got hired at the IT department of a major company making 65k with benefits. At the age of 23.

with a JD and no experience, quite honestly you're on the same level as any other random shmuck with a college degree
Get to know people, just like any other industry. The handful of people who had JDs and made the transitions all did it through connections and not pedigree.
If you're looking to stay away from the heavy duty technical work, there's still a number of roles out there - sales, management, project management, etc. Mostly these require prior experience in those areas even if not IT.
Managing e-mail servers sounds like a complete SHIT job though and not interesting nor well paid at all. IT is an extremely broad field and managing e-mail servers sounds liek the shittiest of the shitty.
