Some places, Gibson comes to mind, have so much appellate work in DC that just getting hired in that office will ensure you get to work on it. Others, like Wilmer, aren't as generous with appellate work outside the SCOTUS practice, which is dominated by former SCOTUS clerks. Others fall in between. All in all, I'd agree with your assessment. There are a ton of these types of former COA clerks in DC who don't get appellate work.
