PDF page 13, Table 14 shows interracial violent incident stats. It's weird because it goes by the number of victims instead of the number of crimes. But we can back into that.
3.58M whites were victims of felony crimes. 15.3% of those cases were by black offenders. That is 548K incidents of Black on White felony violence.
564K blacks were victims of felony crimes. 10.6% of those cases were by white offenders. That is 59.8K incidents, round it to 60K incidents of White on Black felony violence.
Whites committed 2.5M felony violent crimes (sum of white column x victim column). This is 51% of all felony violent crimes vs. their 62% of the population. This means they are underrepresented by 18% compared to their overall share of population.
Blacks committed 1.1M felony violent crimes (sum of black column x victim column). This is 22.3% of all felony violent crimes vs. their 12% of the population. They are overrepresented by 86% vs. their overall share of population.
Of the 2.5M felony violent crimes whites committed, only 2.4% (60K) were against blacks. Whites target blacks 80% less than what you would otherwise expect if the victim was a random race.
Of the 1.1M felony violent crimes blacks committed, 49.5% (548K) were against whites. Blacks target whites 20% less that what you would otherwise expect if the victim were a random race.
The rate of incidence: 548K/60K = 9.13x The rate of race targeting = (80%)/(20%) = 4x Combined, blacks commit interracial violent crimes against whites at a rate of 36.5x more than whites commit against blacks
