Counterpoint: If the point of the job is to "communicate" with potential Chinese and Indian students from rich families who will pay full freight and fund ongoing bloat at the university, that's a job for which an H1B visa holder from China or India may be uniquely qualified.

If it's just a generic comms position, then ljl at them trying to pay less to fill it by going the H1B route. And, honestly, we'd all probably be better off with them not filling the role at all.
