Let's say it's been on the market for 100 days. The current asking price seems like about what you would expect for the property, but it just hasn't sold yet. The local area seems to have flat to slightly declining prices over the last year. Houses seem to be staying on the market for some time. How far under would you start with for an offer? 10%? 15%? 20% 40% below asking?

Depends on how much you like the house and need the house. This is common. The sellers who are selling now don’t seem desperate to drop prices and houses are just sitting forever and sellers seem to be hoping someone eventually comes along who wants it for close to ask.
