Let's suppose some website remembers your initial IP, but destroys it after 5 days, would that amount to destroying evidence or concealment of a crime if it were the website's policy? What if the website knew that people would use this as cover to post libelous material?

not unless there is some law that says you have to keep IPs. in general, you only have to keep evidence when you anticipate litigation (specific litigation -- not "people say bad shit on this site so someday there might be some litigation").
