I have this problem too and can never shake it. I'll just go hard on the elliptical 2 out of 3 cardio sessions and do a run for the other one. It sucks, but don't want to use shin splints as an excuse not to do cardio.

make sure the person advising you isnt a retard though, ive gotten the wrong diagnosis before from some tard

see a good podiatrist, get proper running sneakers depending on you foot type (pronator), and orthotics

get evaluated by an expert massage therapist - find out what muscles of yours are tight - it band, glutes .. get massages once a week or invest in a foam roller

warm up before running - ideally bike or elliptical

yes, run on grass and dirt as much as possible

submerge shins (or entire lower body) into an ice bath after runs for 10-15 mins

get a comprehensive stretching program (you can find this on youtube) and stretch only after a light 5 mins warm up

There's bad news and worse news.

The bad news, you most likely have shin splints because you over pronate, like 90% of Americans (let me guess, the pain is on the inside of shin?).

The worse news, you overpronate because you wore shoes growing up which constrained your toes from naturally splaying and spreading the weight properly, causing the overpronation. You pretty much have no way to fix this--life sucks. What you can do is get a pair of shoes made for over pronators, I like the Brooks GTS 11. It forces weight to the outside of your feet and helps distribute the load. Should relieve some stress on the inner shin, but it is a bandaid fix, one you'll have to deal with for the rest of your running life.

trying running hills instead of flat road if that's what you're doing. try running less and building your mileage up slowly. finally try running slower and see if you still get shin splints.
