I guess it's not so much that people couldn't follow the plots, but that whole chunks of dialogue would fly over their heads and they wouldn't understand the words at all, even if they would later be able to put 2 and 2 together and figure out what was going on.
Here is an example: "As capable of inconvenience and of some damage and debt to those that would not against my interests, I cannot argue with dangerous. Different from powerful, which speaks to potency longer term. I’d not have myself called powerful in your company or the captain’s."
It's a lot to ask an average audience-member to process stuff like that.

It is absurd for Deadwood fans to proclaim that the dialogue was the difficult part to understand. The difficult part of the show was that there were tons of scenes that were pointless. There were lesbian sex scenes between Jane and the brothel owner woman and tons of scenes with the theater troupe that made 0 sense!
Anyways, I put Deadwood way ahead of BB, but The Wire is way ahead of either of those 2. My list w/ scores:
Wire -99
Sopranos - 85
Rome - 80
Deadwood - 70 (show goes nowhere in S3 but maybe would have made sense if Milch was given warning like Rome writers were that the show was about to get canned)
Very few shows have rewatch value compared to the 4 above. GoT S1 was really good and I'm sure could be watched tons of times, but I don't know if I would enjoy re-watching S2 again. I didn't get hooked onto BB after watching a few eps. I didn't sympathize w/ the main character, and it didn't have a sprawling ensemble cast.

If you're not valuing rewatch value highly, I would agree with The Shield. This is a thrill ride from start to finish.
If you only want to watch a show once:
Homeland S1 perhaps had the most gripping opening season on TV but it's extremely dependent on plot twists.

top 5 without question. after watching a couple episodes of BB, the rest of television looks embarrassingly shoddy.
some ITT have mentionend it doesn't have great "rewatch" value but i disagree. been watching it from the beginning for the 2nd time (some episodes for the 3rd or 4th time) and it's just as enjoyable. plot twists and shock value aren't the entirety of its appeal. excellent scripting, directing, photography, and acting (from the two leaads anyway) too

I ended up watching seasons 1-4 of BB recently (they're on Netflix now). I would put it on par with Sopranos: too much BS with whiny women who detract from the main story lines.
Best shows (excluding comedies):
Wire
(huge gap)
Shield
Sopranos/BB
Strong shows but tier below previous ones:
Rome
Mad Men (stopped watching after they start their own firm since it seemed clear that the writers didn't plan this from the start of the show)
Shows that had amazing writing to start but fizzled 1.5 seasons in:
Dexter and Deadwood (Dexter clearly needed to end at end of s2)
GoT (s2 was much weaker than s1 but next season should be amazing)
Notable mention for Homeland, which has an amazing opening season, but the premise seems like it'll only work for one season.
