because its profs were all t14 profs.
their inaugural class got free rides, i.e., they had t14 stats, and it was like 70 people.
their employment stats for this year were pretty amazing. no one doubts it's going to be a great school, but whether it's a ucla/usc type one is debatable.
edit:
it's also only competing with chapman in OC, and USD in SD. if irvine wasn't such a god forsaken place, i would have gone there.

that was because chem and the other profs hustled hard to get their kids clerkships. they know that the cash cow is a few years down the line when they can stop giving out scholarships and jack up the class size.
CA firms aren't going to change their hiring patterns enough to absorb more than a couple dozen of UCI students and the A3 ship will sail in 2 years when the judges stop taking calls. meanwhile the profs want to get paid like now. at that point UCI will be another overpriced shithole CA public like Davis/Hastings
but ya know he published a good book on conlaw so that entitles him to mooch of the taxpayer to the tune of millions.
